Read its Pokédex entries. It's weak. It barely generates electricity by flexing its muscles, barely enough to produce light. Unlike electric rodents that have evolved pouches in their cheeks that generate electricity specifically.

I especially love that the rhinoceros beetle Pokemon doesn't learn fucking VITAL THROW, what did they think they used that horn to do?

Razor wind is a shotgun or a sniper rifle. Using it midrange actually moves around the target and might hit other enemies.

but its a cool move, and absolutely devious if used by mega Absol Z but I can't say if its good or not.

The only reason I could think of that could be explained in-universe would be that wild Shine aren’t capable of generating enough Electricity to discharge it as an attack, sure they can use Charge but that’s just them making themselves more defensible, wild ones seem to lack the ability to direct that electricity outwards. Of course TMs kinda break this so my only reasoning there is that the game considers a Shinx under the player’s control to be trained enough that it can learn through whatever medium TMs are those Electric-Type moves that it would either not learn naturally or need much more training in the wild to learn.
