Honestly Rayquaza strikes me more as someone who only stops threats when they affect it personally, like it only kicks Groudon and Kyogre asses because they ruin Hoenn and Ray happens to live in Hoenn.

Eternatus was earth's problem, not the atmosphere's problem. It would've intervened if Eternatus's distortions reached the atmosphere, though.
The Original Dragon was earth's problem, not the atmosphere's problem.
Deoxys was only a case of "it locked in" because Zinnia and (You) specifically sought out its assistance, it would've sat on its ass and did nothing otherwise.
Likewise, NONE of these were world-threatening scenarios, because if they were, Zygarde would have intervened too. But so far, historically, it's ONLY intervened for Lysandre's firing on the Ultimate Weapon and the awakening of Hyperrogue Ange Floette.

The anime, PMD, and manga basically show that it gets irrationally angry if you get near its airspace. I think it just wants peace and quiet and helps out of obligation.

Pokémon’s lore is so bad that it only makes sense if you treat each region’s lore as non-canonical in every other region. I don’t know of another series that gets away with disregarding in-universe consistency to that extent.

The Original Dragon didn't come from space, and neither did Kyurem, Zekrom, or Reshiram.
None of them possess Cosmic Power or any other moves related to that theme, and none of them have any connection, power and story related to space.
I just think the Original Dragon was very high in the sky at the time of the fission, so its remains crashed like a meteorite, without necessarily involving an alien. It was just an inaccurate legend spread by people who aren't even aware that Kyurem shares the same DNA as Reshiram and Zekrom and is connected to the kings of Unova and their dragons.

But even if I don't agree with you about Kyurem, I recognize that it's not consistent for Eternatus, which truly comes from the far reaches of space, in the form of a meteorite (exactly what Rayquaza is supposed to destroy).

He's drawing from the folklore Lacunosa Town has adhered to since time immemorial, where it's believed Kyurem is "the monster" that the original people of the town built the walls and adopted a strict curfew schedule due to.

I'm familiar with this legend, but I debunked it in my comment. It doesn't fit with the story of the Original Dragon and the two brother kings that make up the history of the region.

It was Kyurem who fell from the sky like a meteorite, not the Original Dragon, Zekrom, or Reshiram.
However, we know that Kyurem is an empty shell of the Original Dragon that lived alongside the two brother kings, and that it shares the same DNA as Reshiram and Zekrom because all three of them resulted from the fission of the Original Dragon. It is definitely not of extraterrestrial origin.
The people of Lacunosa Town have no idea what Kyurem really is. Their myth is either a misinterpretation or they lack a great deal of knowledge.
