They so, so, so badly wanted to make these Mega Pikachu X & Y, but that would go against the established lore of Mega Evolution, and they had no intentions of humoring the Ashnime any longer by making them exclusive Mega Evolutions for the Cap Pikachus, who are unable to evolve, and also had no interest in bringing back Cosplay Pikachu, because that would necessitate a unique Mega for all of its outfits (otherwise there'd be no point in bringing back COSPLAY Pikachu) for both X and Y forms.

They tried Light Ball Pikachu, GMax Pikachu, and the Let's Go starter, but it can only do so much as an unevolved Pokemon.
Mega Raichu Y has a legitimate chance at usage, it's the only way to truly power up their mascot.

Yes, I'm tired of people comparing it to the new mega Raichus. Light Ball Pikachu has way less bulk than even what are typically considered glass canons like Weavile and it also has this shit 90 speed stat which lets everything kinda speedy fly right past it. There's a reason why it's ZU

They could but clearly they simply like Pikachu more and made Raichu out of obligation. It’s why they just toss Raichu small boosts are hardly matter (+10 speed in Gen 6, Alolan form in Gen 7). This is the first time they gave Raichu anything really good and even then they had to make them both look like Pikachu in a way.

Because then Raichu would be better than Pikachu on an objective level, and Mega Raichu would have no reason to exist (when the whole point is Mega Raichu is their "we really wish we could make Mega Pikachu, but..." concession).

The true mark of comp shitter who also thinks everything is broken with Eviolite.
Light Ball Pikachu has higher raw attack stats than most OU pokémon but remains a mega ZU shitter because it's slow and dies to literally everything

Let’s Go Pikachu got a 110 bst increase on top of electric type extreme speed that always crits and a surf that can paralyze. The problem is that in LGPE it was strictly inferior to Eevee who got more exclusive moves and were all even more broken. Also for whatever reason GF refused to let you transfer either partner Pokemon out of Let’s Go or obtain them in later games so we don’t know how Partenr Pikachu would perform with a light ball.
They could’ve made partner Pikachu the only Pikachu able to mega evolve similarly to Eternal-Floette being an exception and it would have the potential to be good.

Hopefully this is just Reckless in Champions because base 60 HP Raichu is not surviving to actually use that boost after Volt Tackle recoil.

Doesn't mean shit with only 110 base speed Raichu X is getting knocked out by recoil and any decent neutral attack combined before it gets a chance to use Drain Punch. At least Reckless gives it a guaranteed boost.
