Legend plate does exist outside of PLA, there is an unused asset sprite in SV. It is so OP that it might break the meta in Rank J. Therefore they didn't implement it.

The Arceus you get is self-described as "a fraction" of Arceus, so there can be multiple incarnations. The one you get in BDSP's Hall of Origin is just another fraction, independent of the one granted to the PLA protagonist.

Means jackshit. You're forced to catch Xerneas/Yveltal during XY to progress the story and yet they're both free during PLZA. Next time we see Zygarde or any of the legendary Pokemon the PLZA MCs caught "canonically" GF will pretend they never got caught in the first place like every other legendary. I'm sure Eternal Floette will also be wandering the streets homeless the next time they want to distribute it.
