But yes I agree on LO being one of the worst designed items in the entire game, for other reasons than mega stuff

It’s not just Garchomp
Most defensive Megas and Stealth Rock weak Megas would rather have Boots
Most of the Dragon Megas would rather have Loaded Dice
Most Psuedos would rather hold a regular item.
If you want a good Mega, it now has to focus on Speed and what ability it gets.
