On paper, yes, he should hold some appeal.
Problem is that his design is very unappealing upon execution. His clothes are generic and his hairstyle is strange. I don't know how they fucked up something so simple but they did.
He also barely has a personality, he's loud and just not interesting to be around or talk to. He's almost himbo, but not himbo enough.
The ingredients are all there for this guy to be popular but they fucked up during the cooking process.

He does have some himbo appeal, but it's not quite there yet.
Last but not least, he doesn't have all that much screentime in comparison to others. People seriously underestimate how much screentime matters for popularity. It's not the end of it all, obviously, but having screentime and relevance makes it so people are more likely to care about the character.
Also, his hairstyle is kinda dumb looking.

It's honestly a completely insane choice to decide to not bring back the XY cast and give them a refresher, specially so since this would have been a chance to give them the screentime and deeper characterization they desperately needed. Some may call it daring, since the obvious guess is old characters returning, but in the same turn, it's just as easy to say it's a retarded as fuck move.
My only guess is that they decided they, as in XY characters, were "hopeless" or "not worth investing time and energy on" and decided it was better to come up with a new "Kalos cast" with only a select few getting to return, of which all the ones returning are very obvious and nigh-obligatory picks and even so there's still some crazy skips like Clemont, Bonnie and Sycamore.
