XY didn't want to risk designing Pokemon with megas in mind, less they feel incomplete without them. See Galarian Gigantimaxes
ORAS released same gen meaning a heavy focus on Hoenn during the time Megas were being created with no fear of them feeling incomplete

Raichu and Slowbro already got their gimmick. Shit, Absol, Garchomp, and Lucario already got their megas. And that not even counting all the Pokémon that got paradoxes (which are like regional but strong as fuck) that also have megas

Which is why if they're worried about it being unfitting to have Hisuian Pokemon in the wild, they could just introduce fossils. They've already shown they can revive Pokemon dead for millions of years. I can't imagine one that's only decayed for a few hundred would be harder

They've always felt incomplete, there's only a few designs that stand out alone like Armarouge, Ceruledge, Tinkaton, Gholdengo, Palafin and etc. I think they were setting for Paldea mons to get Paradox forms in a revisit like Cyclizar. Mega Dimension's Gen 9 rooster is pretty much an all-star selection of the best Pokémon from Paldea plus the ones that got Megas.

Kanto - Very mixed. Some great designs but some absolute stinkers too
Johto - Not great. Too many designs that just add spikes and toilet Gatr is the single worst mega
Hoenn - Other than the Latis being identical and Manectric looking dumb, this is a great list
Sinnoh - Garchomp and Lucario doubling up on megas is disappointing but the rest are great
Unova - I like Golurk and don't care for Excadrill, the rest are mid
Kalos - Would be the best region if Pyroar didn't stink the place out
Alola - Zeraora is bland but the rest are great. Small sample size though
Galar - Only one rep but it's one of the better megas so there's that.
Paldea - Fine I guess but nothing special

Hoenn > Kalos > Sinnoh > Alola > Kanto > Galar > Unova > Paldea > Johto

Updated just to bump. Also just realized Feraligatr's arms magically stretch to an abnormal degree when dropping on the mask. It really is the worst designed Mega holy sloppa, would put it dead last if Pyroar didn't get the most lazy evolution of all time.
