This has to be one of the most needlessly convoluted ways of introducing a fusion system into the games but knowing gamefreak thats exactly the sort of retarded nonsense I'd expect from.them when theres a perfectly good mechanic in the DNA splicers present in the game since gen 5

DNA splicer means having to design bespoke fusions, which limits how many can use the gimmick. Same limitation as Mega. There's a reason every gimmick has allowed for one-size-fits-all use since then. Even when there are signature Z moves or G-Max for the blessed few, there's still a way for peasant Pokemon to use the gimmick.

The original concept "seed" was going to use procgen to alter Pokemon. That sort of thing would've reduced workload and given every Pokemon its own unique change, but they still would have to be merch friendly. Less like Spore, more like Mr Potato Head.

This swapping mechanic is the simplest way of combining two Pokemon and letting everyone play with the new toy. And then the boss Pokemon will be a more advanced showcase. Thematically like Terapagos, aesthetically like Venustoise.

Which theyre gonna do anyway and they'll likely be better than any of the generic fusions, since they know they can't make the mistake they did with Gmaxes mostly being worse than Dmaxes

They're not going to hand craft fusions of every possible combination. They're not going to make a Bruxish fused with Sunkern. They will, however, make the Charizard X Mewtwo, or the Lucario X Mewtwo, or the Charizard X Blastoise.

Mega evolution started out as a DNA fusion, they were looking to expand on the DNA splicer hot on the heels of Gen 5. There's a reason that concept was dropped. Even with modern procgen technology, they would struggle to make it work, and they'd have to manually review each output for quality control.

There's a reason tera is just a texture change with a fancy hat, and not a full on form change like Terapagos undergoes.
