Pokemon are capable of understanding the concept of ideals and truth (Generation 5 GAME lore), which in turn facilitates that they are capable of understanding the concept of lying, and also can hold ideals themselves, which is not something that an animal could do. Ideals are a philosophical concept that humans have cooked up, meaning that it requires sapience to have ideals.
There's also the matter that not only can several pokemon in the games understand human speech to the point of answering questions, but humans are capable of understanding at the least the general meaning of what a Pokemon is saying, if not full fluency due to the nature of pokemon's creation myth. There are also instances of Pokemon in the games that can communicate with humans; the Zorark in Generation 5 part 1 for example is capable of speaking fluently in the human language while in disguise, a handful of ghost type pokemon explicitly speak the human language to warn off the player in the older games, Rotom is capable of 100% fluent human speech in Gen 7 as the Rotomdex and does so in a way indistinguishable from a human which confirms that Pokemon are sapient, and therefore are not animals, but instead non-human sapients. They are closer to aliens than animals.

Also, as stated, pokemon can speak, they simply use a different language (which humans in the pokemon world are 100% capable of understanding by the way and they in turn can fully understand the human language), and some of them are even capable of speaking the human language, be it directly or via telepathy of some variety, and this isn't just the anime.
