Ice is only okay, it's held back by its STAB being dogshit even if it hits some of the biggest threats for SE. Ground and Ghost though definitely qualify as top 2, especially after Steel lost the Ghost resistance

Does the qualifications have to be "Steel doesn't resist it"? It feels like that at times

Rock, ground, dark, ghost, fire, and ice are almost always the most impactful damage types. Water and electric are pretty good alot of the time as well.

I would have also listed dragon and fighting among the best before gen 6 but fairy type screwed them over so hard. Dark didn't get screwed as much because it lost the steel disadvantage and because knock off got buffed to become arguably the best move in the game.

Water's fine. It just has too many good moves. Scald has always been a broken move and flip turn was such an unnecessary buff to the type.

No, it is just knock off being thrown around to everyone. U-turn and knock off should be normal moves. All damage + utility moves should be normal moves.

Ghost, Ground and Water.
Fairy, Dark, Rock, and Fighting are also some strong contenders.

Runner ups that are extremely useful but not as mindlessly spammable or are hindered by accuracy/base power

Steel is so insanely strong it has a massive gravitational pull on the rest of the type chart. It speaks to how strong fairy is as a type that it is still so braindead to use even with steel being so common.
