Because making an actual cartridge is too expensive for a small indie company like Game Freak.

They are, not only was this game extensively a part of the Teraleak roadmap but it's also being implied more and more the setting is a post-disaster Kanto, which would obviously want GameFreak's oversight to make sure it complies with how they'd want such a thing to be depicted.
