I prefer the legs as the retain a similar feel to Charcadet's. On all fronts it looks like Armarouge is the natural evolution and Ceruledge is like the alt evo.

I like Megaman more than Zero, but why the Hell his signature attack makes it suck? Megaman is known for always charging his blaster and shoot, not charge it and die.
Make it a 10pp, no drawbacks move. It would make it fun to use.

The yellow they chose for Armarouge's armor is so bright and grating that it makes it look like plastic. I'm convinced the mon would have been more popular if it was any other color
