what in-universe reason would the rest of the Pokémon world care about Red more than other characters we've played as? There's been many 10 year old champions, many kids who dismantled criminal organizations, the Johto kid literally fucked up 16 gym leaders including Red's gyms and leagues then Red himself, and Red is one of the few protags to have not canonically caught his legendaries or literally saved the world. If anything, he should be the least legendary of the protags

And Nemona canonically mogs Kieran multiple times in a row despite her team being fundamentally worse than his. Unless someone ingame directly says otherwise about a powerlevel, then levels are the most objective metric that should be adhered to, EVs are still a mechanic that Pokemon is only barely beginning to officially acknowledge beyond vague terms.
