You already answered the question. They already have Meowth in Team Rocket. What are they supposed to do, admire him all day? No, they are busy with stealing pokemon. Ash's pikachu's feats are quite impressive compared to average Kanto pikachu.

They got beaten by it so to cope they gaslit themselves into thinking it was abnormally strong and worth stealing. Whats worse, losing to a random Pikachu, or losing to a special overpowered Pikachu? Its why they cheered for it to beat Raichu when Ash fought Lt Surge; since Raichu beat Pikachu at first it proved that Pikachu wasn't special, and then they would have to admit they wasted their time and their pride on a random rat. From that day forward it became a self fulfilling prophecy of inadvertedly helping Pikachu and Ash get stronger by giving him practice and opportunities

The novelty of a talking animal wears off pretty quickly. Something Giovanni knows all too well. Also, Ash's Pikachu is in the top percentage of Pikachus and Gio likes powerful Pokemon.

Because Ash's Pikachu is literally the strongest Pokemon in the anime continuity that isn't some manner of special classification, that's why they still chase after it even after having had exposure to far stronger Legendaries, Mythicals and the likes over their endless pursuit.
