You can't truly and definitively say that literally nobody has used it because I'm sure there were a few clueless kids out there who tried in vain to train it not knowing about the latter point, but it's probably the closest thing to an actual answer.

Tried to use both Carnivine and Swalot when I was a kid playing Platinum and Emerald respectively. Carnivine was straight us suffering and Swalot wasn’t that much better.

I also used Tangela in FireRed, Sunflora in HGSS, Mantine in Platinum, Wailord in Emerald, Bisharp and Beheeyem in BW. I was a madlad. lol

It's poor game design when a Pokemon only exists for world building purposes. Should these Pokemon be removed? Fuck no. Should they be buffed? Yes.
Game Freak is a repeat offender for this (and poor game design in general). Literally every Pokemon game has at least to instances of poor game design like with gen 2 being excessively hostile towards Chikorita, gen 7's failed attempt to curb the powercreep, gen 8's Y-COMM and the amplification of the powercreep, or gen 9 with Klawf's Anger Shell.

I honestly tried to use one in Super Gold 97, but it was so bad. The best it did in battle was being a sacrificial Deli-roast for me to safely switch in another Pokémon. I eventually replaced it, but it was still good for Fly.

Gulpin is a pretty early poison type in hoenn so there's definitely a reason someone would pick it up but knowing its stats you'd obviously be way better off using tentacruel or weezing/muk
