Game Freak's balancing decisions works on a basic that is relative to the Pokemon in question.
Is a Pokemon intended to be part of a DLC? Make it excessively strong.
If not, it has to meet the following criteria:
- is it bipedal?
- is it going to show up in marketing and promotional material / advertisements?
- is it going to be part of the main character's team in the anime / have a prominent role in the anime?
If it doesn't meet two of the three requirements, make it excessively weak and if it does appear in the anime have it lose every battle it's in because we're too much of pussy to update Arceus's lore to have it involve raining down damnation Pokemon we secretly wish to remove from the franchise.
