And AZ Floette was a thing since XY (alongside regular Floette) and was relevant to the plot so it's not like they just created a new form today just to give it a mega.
Maybe they might give a mega to a random not fully evolved mon, but AZ Floette is its own thing. And I don't think they will because Game Freak REALLY wanted to give their giga ultra shillmon Pikachu two megas but eventually gave them to Raichu, just for them to look like Pikachu anyways.
