It's much more fair to compare it to other first versions, which given how bad DP and mediocre XY are makes it stand out more, and the more scuffed titles like RG, RS, or to the least extent GS paint a picture of competence on BW's part even if it never reaches the heights of RS or GS.

XY has neither, it's been over a decade and no consensus has formed like with the other games. Gen 2 has Whitney, DP has Cynthia, BW has a few contenders based on RNG and team composition from Lenora's snowball potential to Elesa's flying surprise to Clay just using a good Pokemon on top of Ghetsis' level spike putting you at a disadvantage. XY has a champion whose ace Pokemon functionally has no ability.
