as somebody who does not care for the art style Gamefreak settled on gen 1 onward, OP image is literally just the generic JRPG art style of the time.
This concept art predates how many things look in-game so I'm almost certain they weren't thinking of art style at this stage.

My image attached is the shit I fuck with. Literally the best Pikachu. Pikachu and Charizard actually look like monsters
