When Gen 5 happened, it was an experimentation time for GF to see if they could add more "mature" elements into the setting.
Since the experiment failed, they went back to Kanto pandering, and see what was popular on the market. By Gen 6, they weren't even trying. Remove the BF (even though it was a big poing of interest for those who wanted a solo comp experience and ideas), go mobile, and reuse assets if possible.
By Gen 8 it was too obvious. Not only the jump from handheld to console hurt them, it also showed they don't really hire capable people, or set a proper timeline to let the game cook and see what can be added/removed.
Just become the COD of gaming: one game a year, one side game if sales are low (that reuses the main game's assets), and repeat every year. They will buy it anyway.
