Your first encounter with him is when Taunie uses his loan shark services and gets in trouble, forcing you to do odd jobs for him to pay off the debt, with the only reason he doesn't basically keep you in debt forever is because he recognizes you are likely the only ones who can prevent what is happening to the city that he for some reason cares about. Beyond that they basically turned him into a heroic figure.
It feels like the writers forgot he's not supposed to be a good guy and had a "Oh right, we need to clarify he's not a friend" with a single throwaway line in the DLC where he says something along the lines of "You're getting pretty buddy buddy with me aren't you? But don't forget who you're dealing with, I would skin a Magikarp alive if I had to" or something along those lines, and then it goes right back to you basically being friends and him being a hero helping save the city.
Everyone else is just very very eccentric and stereotyped. The writing is bad and all over the place (have you seen some of the weird shit the NPCs say?) but none of the other characters stand out to me as "what the fuck?" like Jacinthe and Corbeau do.
