Gold received the most attention throughout development. All the designs and sprite changes happened on Gold first before they were copied over and redone for Silver. Not to mention Ho-oh is more relevant to the game while Lugia is just there as tie-in promo for the movie.

Although the first draft of the plot is more accurate to Ruby's, we know for a fact Sapphire was the first one developed. Leftover early Aqua Grunt sprite and position of unused Archie team in trainer index list supports the fact it's the main branch used in development.

Sun because it's the one with normal time of day, although Lunala fits the Cosmog line's aesthetics better.
