PLA you have:

If you reeeaaaally want to stretch it, you can include "do sidequests", but thats not particularly compelling, and again PLZA has those too. There was no real "game loop" outside of catching Pokemon and collecting mats while doing so.
PLZA on the other hand, has an inherent game loop built into it with the ZA Royale. Raising Pokemon actually requires resources beyond just "that trash you get for releasing Pokemon", and you cant craft infinitely, so there's a direct need to engage with the game loop.
And, to really seal that, it has an entirely new gameloop added onto it with the DLC (of which PLA hardly received anything of), AND online vs play. If you engage with the latter, it means effectively endless replay-ability. PLA wasnt capable of that.
