otherwise they would've added like 40 new mons, the kanto evos, and skipped garbage like slugma, yanma and corsola

Anybody with half a brain would understand that the philosophy behind the early games was way different than modern ones. Gen 2 was a continuation of Gen 1, not a remake or a "this region is unique because of this wildlife living here". That's why the distribution of new and old Pokémon was so radical.
Slugma is in Kanto because Cinnabar volcano exploded and sent many to the Cycling Road. Johto doesn't have Slugmas because there isn't a hot (enough) area for them to live. Most caves are frozen or in very low temperatures.

if there was nowhere to put the new pokemon except at the very ass-end of the game, they shouldn't have put it in the game at all. use the slots for something more substantial.

Back then maybe it made sense to make some new Pokémon postgame exclusive, but nowadays the idea is very, very dated. And this is including the fact that (ingame) he isn't very useful to use.
Oh, sure, you have the new firemon that is in the second region. This was cool in the end of the 90s, but then the internet and massive exposure ruined the surprise.

They intentionally added slop mons like slugma because they wanted Gen 2 to flop. They didn’t want to make Pokémon anymore so they were trying to get the game to bomb so no one would buy it and Nintendo would end their contract. Sugimori even said in an interview “we made most of Gen 2 bland boring fodder mons because we wanted to insult players by treating them like retarded babies” he just hid it under corporate marketing speak
