Seems okay, if overly standardized. Hitmonchan actually having higher def like the evolution condition is interesting, even if it can't really use it that well.

If by this you mean OP's changes yes.

If by this you mean gen 4+, haha no, he got buffed to hell in gen 4 when the punches became physical.

standardizing the three evolutions was a goal here. but given the backlash, you could stick with the vanilla stats. the only change I wouldn't compromise on is giving hitmonchan higher defense than attack.

Low Kick and Double Kick both make more sense. I think Reversal could work here too.
Hitmonchan should probably get Dynamic Punch as an ultimate move rather than Mega Punch.
