You can save right after you knock out then keep soft-resetting attempts to catch it.

I imagine nothing but just being a high level spawn that spawns early in the game. He can't be to far if his team is level 17

This anon is correct. My strongest mon is 21. I just think it would be cool to catch such an overleveled Pokémon this early.
