I think Giovanni probably set it up this way intentionally. If he was a gym leader first and then founded Team Rocket (and it wasn't a already established organization) he probably put it somewhere in the rules to make Grunts use primarily poison-types. Heck, even the scientists use mainly electric, which also gets mogged by Ground-types. Makes for good job security anyway, since if one of his underlings were to ever get uppity and challenge him, he'd run them over even if they were more talented than him.

Who are your favorite post-Kanto additions to his team?
I think Toesdcruel matches his colors fairly well. Especially the Rainbow Rocket Giovanni.
Krookodile also seems like a natural addition.

Team Rocket does use Poison as their most common choice, but theyre not exclusive Poison type trainers or anything. Their whole point was that they steal Pokemon, so they use a huge variety (unlike modern shitty evil teams)
They use:

But also

I'm sure the reason they were given Poison types so primarily, is it works as a deadly "underhanded" type that can inflict status and pose a threat even outside of battle. But I dont think it was supposed to be strictly tied to their identity or anything in the same way Team Magma grunts exclusively use 3 total Pokemon.

True. The Rockets were designed to be fatiguing to fight against. You do these big dungeons full of Rockets, individually they're not much of a threat but the poison and the confusion and the self-destructs and critical hits and sonic booms are all there to wear you out

Nidoking is the second-in-command. Rhydon/Rhyperior is the head honcho. The latter was clearly more intended as a bossmon than the former.

GF wanted to put their big evil kaiju mons (Rhydon, Nidoking and Kangaskhan in the non gym battles) for the big evil boss and ground fit it the best. At least that's what makes most sense to me
