Ice type weather has no synergy with any other type, but ghost are thematically close to cold, like some ghost types have written in their pokedex that their presence can be felt by cold, and generally cold/winter symbolizes death. Just look at how many ice types are literally dead/yokai: Glalie, Jynx, Froslass, Abomasnow, Cryogonal, Glastrier, Vanniluxe, Chien Pao
