In addition to the at least 12 years of knowing that human healthcare institutions are separate entities, you still haven't provided any proof that pokemon centers are run by the government. How do you know pokemon centers aren't part of a private charity or a for profit organization that uses free healing as an incentive to get people to spend money at the built in stores?
