The most common Pokemon in a Hoenn playthrough is actually Gardevoir for a lot of reasons:
1. Popular design
2. 5% spawn rate which "rare" and cool to own, but not so rare that it discourages people from catching it
3. Strong Pokemon in an uncommon-but-sought-after type
4. Evolves early
5. It's only competition in the first half of the game are Abra, who is popular but runs away AND is a trade evolution, or Spoink who only shows up right before the 4th gym and is unpopular
