Well yeah I agree ideally Rayquaza would have to hold the meteor to mega evolve, but if they really wanted to keep that stupidly OP thing a decade later they should have applied it to other mons that make sense too

The only Floette able to mega evolve is the only one unable to evolve. The only Eevee who can't evolve is the only who was already given a giga form and the lack of evolution isn't even a lore thing, it's just GF being retarded with programming.
tl;dr
Eevee evolves so it doesn't mega evolve. Eternal Floette does not evolve.
