So, if you look at characters like Doronjo (who I suspect may literally be where Delcatty gets the head shape), there's the recurring idea of the like, shit-socialite. They try for the whole prim, proper, refined lady schtick, but suck at it. Jessie in general is something of a parody of this character trope, and Team Rocket as a whole is a take on the Doronjo gang, down to them getting into robots and shit for no reason. I think the reference to Doronjo from Nadia The Secret of Blue Waters has even been visually referenced with James & Meowth getting into their outfits.
Delcatty being absolute dogshit may even be intentional, since part of the recurring thing for these types of characters is how ineffectual they are.
