I don't think he just sold hacked Pokémon, anon. It sounds like he modified the models or something. You don't need multiple consoles just to hack mons, and no one spends money for hacked mons either.

There's a whole ecosystem on ebay of people selling hacked mons (and shit like Animal Crossing items), and even before this people have been arrested in Japan for selling carts with full shiny living dexes in the boxes.
Japan has insanely strict copyright/IP laws and "modification" is incredibly broad.
