Incorrect. There are no true 1% encounter rates in gen 1. Anything with a 1% encounter rate in an area can be found somewhere else at 4% or higher, and these are mostly good Pokemon like Tauros, Chansey, and Clefairy. RBY's game design philosophy for encounters made sense.
