Half the time Brock didn't actually approach them, he just made gaga noises at a distance. Women were allowed to reject him, violently or by insulting him. Misy's ear pulling rarely even happened in Kanto, that was more a Johto thing. A lot of the time she would just let him humiliate himself (see the speakerphone scene in the Growlithe episode).
Afterwards it goes to absolute shit, with the exact same Max/Croagunk scene replayed with a just different COTD skin.
