This thing was a mistake. It's just like the Darwin's Danger Shield or Razorback in Team Fortress 2, items made to simply negate and suppress other mechanics is typically not good design, even if you are using the opprotunity cost of running the item vs something else. Neutralizing Gas does not apply to this because

Neutralizing Gas isn't a single negation, it's a field condition that alters the gamestate for most everyone, not a "Fuck You" item. Heavy Duty Boots isn't even a "Fuck You" item like Cloak is.
