The japanese VA liked doing the motto so they kept doing it even though the writer wanted TR to stop doing it a few episodes in.
Also they usually did their motto after they snatch whatever Pokemon they wanted to steal so it wouldn't make any difference since they only get interrupted once in a blue moon.
