no, I don't know what happened in gen 9. I feel R&D told them "do not make them so appealing", and then comes the "quirks."
Marnie is a punk/goth. Since she is from England, the land where punk was created, it was a perfect quirk.
But the thing is that she is a younger sister. She is just following her brother's steps. Sure, she has a cool jacket, but inside there's a pink dress.
Also, the haircut. Back in the day, Marnie's haircut wasn't very popular. In fact, is another attempt to have some sort of "tough cookie" style where the girl is both cute and "hardcore".
And it worked. Her hair is perfect. Sure, she has an eyebang that block her view, but on the other side she has a very short cut with details. And the pigtails retain cuteness. Is the perfect "though cookie" cut. See "Miss Vampire can't Drink!", her main character is a vampire girl with the same cut.
Finally, cuteness appeal. All the time she is stoic, but at one point she says "maybe a smile would make them happy", and you see her make a smile with her fingers."
This moment of vulnerability made her adorable to the max.
That's why Marnie has lots of fans.
