All quadrupeds that era are quadruped because it fucking makes sense for it to be quadruped. They didn't take Smeargle and make it quadruped just because "hurr beagles are quadruped" because it makes no fucking sense to design a quadruped that has to constantly use a paint brush tail as a tool.

I love Samurott but the design clearly has some flaws, even if you're against making it bipedal the body plan just doesn't work for a creature that's supposed to wield dual swords, and the fact that the swords are hidden is also a huge miss.
As a kid I was super confused the first time I evolved my dewott because the Pokedex entries about Samurott mentioned it's proficiency with the sword but I just couldn't see it.
