Took until gen 8 just for Poliwrath to have Close Combat for example. Kommo-o also used to not be able to learn it either for some dumb reason.
And how about Chikorita not having Leech Seed outside of it being an egg move until gen 9 or Tyrantrum having Strong Jaw yet no STAB biting moves while the elemental fangs were only available as egg moves?
