The story excuse goes that
Pasio's Eeveelution Club gave him a shiny Eevee after seeing him with his Leafeon. Given that this is Palentine's, you'd think that there'd be a scene that calls back to Pokémon Amie or the care one would have to do for a friendship evolution, but no, it evolves off-screen.
