Sugimori hasn't overseen character design since BW2, which is roughly around the time the designs started getting goofier and more child friendly. Just compare Colress with his goofy ass haircut to Cyrus. Both are mad scientists but only Colress has this eccentric quirky design

After the success of Cynthia and N gamefreak realized trainers can be more than just vehicles to sell pokemon and be products in their own right, so the design philosophy shifted to make them more marketable for merch purposes
