Instead of just being worse Earthquake, it's now closer to something like Gigaton Hammer - a nuke that's not always available. Except it can have its reliability boosted by Technician (goes from avg 55 BP to 90), and allows for mind games if you can see your exact HP but the opponent can't.
It also creates a new meta of building a Magnitude user so that its HP ends in 0 while at 100%, or after receiving Stealth Rock damage. And has interaction with fixed-damage moves like Seismic Toss which can be received without changing its power.
