Not every pokemon needs to be perfectly balanced against every other one or be the next biggest cancer in competitive, some pokemon can be weaker or have a niche that they still aren't the very absolute best at.

it also evolves incredibly early at level 20
it might take a bit of time switch training a magikarp but the only time that drawback will ever matter is if you're playing with self imposed real time restrictions (like speedrunning); which the games are obviously not designed around

Depends on the gen. In 3 and 4 it was a top tier. In 5 it was just good. In 6 and 7 it was great with its Mega. In 8 it was busted with Dynamax. It's only in Gen 9 where it's bad, and it's not actually THAT bad, it's just outclassed by a bunch of other Pokemon that have been outclassed.

That stat spread is downright CRIMINAL with Dragon Dance and appropriate STAB. If Gyarados were a Flying/Ground type with Drill Peck and Earthquake, it would've been busted in Gen 1 and 2 as well instead of just 3 - 5.

Because it is fine. Gyarados, to this day, is still a solid Pokemon, and this stat spread is very good.
