I think it being 100% unashamedly goofy makes me like it better than some other underdesigned Megas where they were clearly trying to make something cool but it flopped (Mega Pyroar, Mega Meganium, etc.)

And to you point; this design is absolutely horrific and another example of why Gen 1 is inferior to Gen 2. I've never seen this before, I'm assuming it's fan made?

Same, Starmie is of my favourite Gen 1 Pokemon and initially I thought it was wasted potential but when I saw that running animation I was sold. Swapped from picking Totodile to Chikorita just so I could use it, which was an excellent move after seeing Mega Feraligatr.

I don't mind goofy Megas existing. But they should be for mons that are already goofy. Starmie is not a goofy Pokemon, so it's lame for people who were already Starmie fans, and most of the fans of the mega were not Starmie fans previously. If a Pokemon is already goofy, then its fans are already people who like goofy Pokemon, so giving that Pokemon a goofy Mega makes sense.

Nta but what is that? The list of worst mega evolutions? Because Mega Charizard X is the worst mega evolution regardless of what anyone says. Mega Charizard Y looks like something Charizard would actually evolve to; Mega Charizard X looks like something from deviantart. Charizard should have only had one mega, with Mega Charizard Y's look and Mega Charizard X's type.

However considering it’s also had the boost of being a Lumiose Starter, it really should have been higher )within that top 6 minimum, but I guess people aren’t used to meganium being a promoted shillmon yet.
Though that just makes Emboar and Toilet’s performance even more of a complete embarrassment.

Raichu has KANTOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOO privilege. Samurott and other other PLA starters don't.
I'm not saying its impossible for Samurott to get a mega, but its extremely unlike, since it was already replaced by a regional form. Game Freak makes it extremely obvious who the shillmons of the franchise are.
