The easiest thing they could do for Pokemon 30 is to announce Pokemon on the NSO package that can connect wth Pokemon Home so they can slowly shut down Pokemon Bank.
They probably don't want to keep doing this forever with the 3DS being dead for six years. At least the Gen 3 to 5 transfers were internal, Nintendo can't be bothered to hold onto that service forever, and you're all hacking on older stuff anyway to get past competitive blahblahblah excuse to not spend money anymore.
So do VC of Gen 1 and 2 on base NSO and have the GBA games on NSO ExPack. Then when they do DS games for NSO too with the additional add on second screen Switch attachment, (only 99.99,) they can readd Gen 4 and 5 and make everyone super happy Nintendo's allowing them to play EVERY generation to transfer to the main thing again.
