I honestly think he was going to be water/fighting but between emboar and keldeo they decided scrapping the dupe water/fighting was a better call. He should have been water/fighting, emboar should have been fire/dark, and serperior should have been grass/steel.

Why is Empoleon Steel? They're both regal rulers.
Just add metal adornments to Serperior's garments. It's a Special attacker as well so it using Flash Cannon as its primary Steel move makes sense.
