Because evey other set of starters weee designed to be shilled while the Johto starters weren’t. As if never being shilled wasn’t enough they had the ultimate handicap of being forced to follow in the impossible footsteps the KANTOOOOOOOOOOOO starters (the most shilled fictional characters outside of pikachu) and being followed by the HOENN starters (game freak’s second favorite starters).
