Attack Speed and Movement Speed

Let's separate Speed into two stats, Attack Speed and Movement Speed.
As you know, there is a second distinction between moves besides being Physical or Special, and that is Contact and Non-Contact. Vikavolt is infamous for being a Pokémon with 43 speed despite its Pokédex entries stating it moves at extreme speeds. This is because of the discrepancy between how fast a Pokémon moves and how fast a Pokémon can attack, Vikavolt moving fast but taking time to charge up the attacks it fires.
With the existence of Attack Speed and Movement Speed, Pokémon can become more unique and stand out among themselves more by having a Contact Speed stat and Non-Contact Speed stat.
Some things they could do with this is abilities like Long Reach that calculate Contact moves using the Attack Speed stat and treat them as Non-Contact moves, and possibly even make Confusion a true Status Condition and have it half Attack Speed while Paralysis only halves Movement Speed.
