Noctowl has 452 BST (442 before they decided to buff it for some reason), you could just give it an evolution.

Unfezand did get it's attack boosted to base 115, which is pretty decent. It's stats won't make it feel like dead weight ingame at least, Toucannon gets Beak Blast which is pretty good. Noctowl gets nothing, maybe Hypnosis can be useful in catching stuff ingame.

If you flipped unfezants attack to sp attack it'd be a fun little in game mon, especially with super luck and air cutter giving it a gimmick

Toucannon's attack is decent and Beak Blast is a pretty good move, it's perfectly useable as a campaign mon.

Noctowl has Tintend Lens Hurricane with a bunch of setup moves it can use. It's alright, you're not gonna run that shit in OU (like 90% of those birdmons) but it has a neat niche. It could use some updated stats though
